NCLGA Executive Recommendation: No Recommendation
WHEREAS the Local Government Act requires a municipality to advertise in a newspaper (i.e. Sections 466 and 592, and Sections 94 and 227 et al of the Community Charter) circulating in the municipality for many of its legal functions;
AND WHEREAS many municipalities do not have a “local newspaper” in their respective jurisdictions;
AND WHEREAS the use of electronic media as a news source is rapidly growing, while printed media as a news source is declining:
THEREFORE BE IT RESOLVED that the Province of BC be requested to revise advertising requirements for local governments to reflect the new and changing realities of citizen communication, and specifically, to replace the requirement to advertise in “a newspaper” with a requirement to post to the local government’s legal page on its web site, and on its municipal bulletin board, and in cases of land use changes affecting less than 10 persons to post signage on the lands affected.
