Towns for Tomorrow Program Changes

WHEREAS Local Governments are subject to additional reporting requirements and shorter deadlines for the provincial Towns for Tomorrow program as a result of an abrupt change to include the Federal Government as a funding partner;

AND WHEREAS this abrupt inclusion of Federal dollars results in additional reporting requirements, no additional funding, and a shorter deadline of March 2011:

THEREFORE BE IT RESOLVED that NCLGA and UBCM lobby the Province of BC and the Federal Government to reinstate the original reporting and deadline requirements for the Towns for Tomorrow program.

UBCM comments:

The UBCM membership has not previously considered a resolution asking for reinstatement of the former reporting and deadlines for the Towns for Tomorrow program.

UBCM notes that the March 2011 completion deadline is a result of the inclusion in the program of federal Infrastructure Stimulus Funds. UBCM also notes that announcements of Infrastructure Stimulus Fund projects were delayed in British Columbia, thereby significantly reducing the time available for completion of those projects within the current construction deadline. The Parliamentary Standing Committee on Transport, Infrastructure and Communities is conducting a study of the impact of the government’s deadline of March 31, 2011 for infrastructure stimulus projects and UBCM has been asked to participate in these Parliamentary Hearings. In preparation to present before the Parliamentary Committee, UBCM has sought input from its members.
