NCLGA Executive Recommendation: Endorse | Endorsed by the NCLGA Membership - Defeated by the UBCM Membership

Details

WHEREAS industrial work camps create demand for local services such as health care, waste management and emergency response;

AND WHEREAS issuing of land tenure for work camps, monitoring of camps to meet environmental and health standards and oversight on camp decommissioning may be made by various provincial government agencies, often operating individually and without local government input;

THEREFORE BE IT RESOLVED that the NCLGA and the UBCM advocate to the Provincial Government to establish a referral process that allows Local Governments and other government agencies to comment on the location of industrial work camps and establish an overarching authority to coordinate work camp development and monitor work camp operations.

Additional Information

UBCM Comments: The UBCM membership has not previously considered a resolution calling on the provincial government to establish a referral process that allows stakeholders to “comment on the location of industrial work camps and establish an overarching authority to coordinate work camp development and monitor work camp operations.”

UBCM would note, however, that members endorsed a related resolution, 2005-B36, which in part expressed concern about the impacts of increased economic activity on housing, medical services, recreation and other aspects of communities.
